Who we are

The Johnson City Library Friends is a community group of volunteers, donors and advocates who believe in the value of a community public library.  The Johnson City Library serves all residents and former residents of the Texas Hill Country.

What we do

Johnson City Library Friends advocate, educate and raise funds for the library.  We have an annual Friends Reception to welcome new members and celebrate renewing members.  Plus, we are planning more Friend events throughout the year.

Will you become a Friend?

It is very easy to become a Johnson City Library Friend and begin supporting your community library.  For an annual donation, you know you are making a positive impact in our community.  Also, you can meet other Friends and have fun at our events, socials, and while volunteering.

The Johnson City Library Friends By-Laws

Article I:     Name 

The name of the organization shall be The Johnson City Library Friends.

Article II:   Mission 

The Friends mission is to raise public awareness and money in the community to support the services and programs of the Library.  

Article III:   Structure  

The Johnson City Library Friends will act as a distinct committee and operate under the Blanco County North Library District /Johnson City Library, Inc (BCNLD/JCL herein) 501c3 charter with authority to raise funds and negotiate contracts. 

Article IV:   Membership

Section 1. Membership in the organizations is open to all individuals, families, organizations and businesses interested in the mission of the Friends. 

Section 2.  Annual donations for the Friend’s membership shall be the following:   

Youth - $5.00 thru 12th grade 

Individual - $15.00 

Family - $35.00 

Businesses and Organizations - $ 100.00  

Lifetime membership is granted with a one- time donation of $1000.00

Section 3.  A Friends “Volunteer” membership requires 5 hours a month in lieu of a monetary donation. 

Section 4. Membership runs annually upon joining the Friends. 


Article V:   Election of Officers 

Section 1. The officers of the organization shall be: 

President, Vice President, Secretary and Treasurer. 


Section 2.  The elections of officers shall be conducted at the annual meeting and nominations shall be permitted from the floor.

Section 3.  Officers shall be elected by majority vote of the membership present at the annual meeting for the term of one year, but not more than two successive terms. 

Section 4.  The term of the officers elected shall begin at the conclusion of the vote and shall continue until their successors are elected at the following annual meeting. 


Article VI:    Advisory Council 

Section 1. The Advisory Council will exist as the Friends are reforming. 


Article VII:    Duties of Officers

President: The President shall preside at all meetings for the membership and the Advisory Council.

The President shall appoint the chairman of all committees. 

The President shall serve as the primary channel of communication with the librarian and the library trustees.


Vice President: The Vice President shall act in the capacity of the President in the President's absence.

The Vice President shall serve as a member of the public relations committee and plan membership meetings 

Secretary: The Secretary shall record attendance, take the meetings and maintain a file of meeting minutes for reference in the future. 

The Secretary shall notify members of the time and place of meetings and events.


The Secretary shall conduct correspondence for the organization. 

Treasurer: The Treasurer shall be responsible for the collection, safekeeping and disbursement of all funds and assets. All funds shall be deposited, as soon as feasible, to the Friends bank account.


The Treasurer shall submit a financial accounting of the organization's transactions and financial status at each regular meeting and at the annual meeting. 

The Treasurer will assist the Librarian with the Friends portion of the annual audit. All records will be kept at the Johnson City Library.

Article VIII:   Meetings 

Section 1. Meetings of the Friends shall be held four (4) times annually, the Officers shall have a business meeting prior to each meeting.

Section 2. The annual meeting of the organization shall be held in January. 

Section 3. Business may be conducted if a quorum is present. A quorum shall be defined as no fewer than three (3) members.

Section 4. Special meetings may be called by the President. 

Section 5. The membership shall be notified by the secretary of all meetings by e-mail or by surface mail, at least seven (7) days before the meeting date. 


Article VIII: Committees 


Section 1. Standing Committees constituted to perform the continuing functions of the Friends shall be as follows.

Membership Acknowledgement and Recruitment Committee: The function of this committee is to keep lines of communication open between members and to recruit new members and facilitate membership growth in all classes of membership. 

Secretary shall keep a list of the membership together with addresses, phone numbers and emails. 

Secretary shall be a permanent member of this committee. The chair will be selected by the attending committee members.


Public Relations Committee:  The function of this committee shall be to   build good public relations for the organization, and to publicize the mission and contact other community organizations. VP shall be a permanent member of this committee. 

Section 2. Special Committees may be appointed be the President who shall designate the terms and duties of each with the approval of the Johnson City Library Friends Officers.

Article IX: Amendments

These by-laws may be amended at any regular meeting by a majority of the members present, and added to the agenda prior to the meeting.
